And are other internet and hi - tech firms far behind in their efforts to trash our private lives and force us all to live online in full view of the world. This article reports how far the internet has gone in letting fascistic corporations ride roughshod over privacy laws.

All around the world Google is facing close scrutiny from regulators and privacy campaigners over its neighbourhood-snooping Street View cars. True to its love of bug business and big money however, the UK's information commission has chosen to overlook this illegal incursion into the private lives of UK citizens on the strength of Google's promise that they will try not to be naughty again. This sends a message to any company or organization that lets them know the regulator does not much care how casually they treat data protection law so long as they do not make available online anything that embarrasses the government
This is not the first time that the Information Commissioner's Office (ICO) has failed to help the people and businesses whose privacy it is responsible for protecting. In spite of all the pious noises it has made about the spread of a "culture of surveillance", it did little to resist the mania of Tony Blair and Gordon Brown's for centralised databases continuing information on the entire population or to resist the authoritarianism of the Labour government. Only a change of government, with the Conservative / Liberal Democrat coalition now in power has been able to halt snooping exercises like the National DNA Database the National Identity Card Scheme and the ContactPoint database of 11 million children. Nor did the ICO take any action when it was discovered tens of thousands of users' browsing behaviour was profiled without their consent by an advert targeting system from Phorm.
Privacy watchdogs elsewhere have not been so hesitant in punishing these violations of personal privacy. Greece and the Czech Republic banned Street View cars in response to public demand. Nearly 40 US state attorney generals are conducting a joint investigation. German regulators on discovering discovered Google was collecting Wi-Fi traffic, are conducting investigations before deciding whether to fine the company.
A reason for the weakness of the ICO's response is its lack of powers and resources. The European Commission is taking legal action against the UK for its inadequate data protection laws as a result of the Phorm debacle. A recent report by Douwe Korff for the EU Fundamental Rights Agency accused the ICO of dealing with matters such as the National DNA Database and international transfers of financial and travel information "half-heartedly, if at all".
The ICO has only just been given the power to fine organisations up to £500,000 for serious breaches of data protection law. Even if those powers are used to the fullest extent, such sums are paltry compared to the revenue Google hopes to earn from illegally obtained data and significantly less of an deterrent than the multimillion-pound fines imposed by the Financial Services Authority on banks and insurers that breach data protection regulations.
The ICO is part of a hotch potch of regulators responsible for different but often overlapping areas of privacy law. As well as the FSA, the interception of communications commissioner, surveillance commissioner and Equality and Human Rights Commission all play a role – alongside the police when criminal violations of privacy occur. Inquiries by the City of London and Metropolitan police into the Phorm trials and Street View were quickly dropped because other agencies were already on the case. No matter that those agencies were only empowered to administer a slap on the wrist.. Police and ICO investigations into news organisations' use of confidence tricksters, cell phone and e-mail hackers to illegally gather information – including hacking into voicemail and blagging of private information from company databases – have led to few convictions and no restriction orders being placed on certain tabloid newspapers. Bringing the public illegally obtained (stolen) news of the world of celebrity's sex lies and relationship difficulties is obviously deemed more important that the privacy of individuals.
New technologies have introduced a swathe of opportunity for intrusion into privacy facilitated by social networking, the fact that the internet and predominant home computer operating systems are not fit for purpose, being totally lacking in the kind of security arrangements necessary for a people who are not highly skilled computer users to use a shared public network. These are only going to increase over the next decade. Google's CEO Eric Schmidt, a man with a long track record of being disingenuous, has spoken of his desire to "get right up to the creepy line and not cross it". The person interviewing him that day did not have the nous (or was overawed in the presence of a Google oligarch) to point out that Google, founded by a couple of nerdy, technology obsessed world domination freaks crossed the line into creepy a long time ago. Anybody who talks of wanting to control all the information in the world does not even understand where creepy begins. The Coalition government's home secretary, Theresa May, has talked of her plans to expand surveillance of internet communications to Facebook, Gmail and other new messaging services in response to their habit of publishing personal details that while not incriminating or embarrassing we would prefer, if given the choice, not to share with any Tom Dick or Harry who has found their way onto our contacts list or even the contacts lit of our contacts. Quite simply it's none of anybody's damn business if I bough a book or a DVD or a new television. What is particularly worrying however is that to get hold of such information the social networks, search engine operators and internet service providers must have made deals with retailers or credit card companies. To be fair, in response to a backlash from user communities most internet sites did replace the very obscure opt - out choices with default opt out so that users had to opt- in in order to 'share' details of their personal life online. The fact remains however that it took a backlash to make them see what they were doing is just not acceptable. .
Parliament needs to look again at how UK citizens' privacy can be effectively protected. The information commissioner, Christopher Graham, needs the powers and the determination to make sure that companies and government agencies fully follow privacy and human rights laws. Otherwise the UK will continue the fast march into the surveillance society that his predecessor Richard Thomas warned against.
